Do politicians do a risk assessment on policy?

It seems strange that the federal Australian government (and opposition) advocate such a high level of risk management on one hand (eg Federal Safety accreditation: required for Commonwealth funded construction projects),  but don’t appear to perform risk management on high level policy decisions, often appearing to invent policy on the fly without due consideration of risk factors and associated controls.

For my mind it would be fantastic to see a comprehensive risk management framework and development of a risk register to support policy decisions. For example let’s take a look at the home insulation scheme and the turn back the boats policy (one from each party)…. to be continued
